Dear Reader;
You can rent a power washer at a rental yard to blast off the old loose paint. However, it will probably leave some less-than-perfect spots. If you don`t mind these spots, you can just paint over them. If you want the finishto be "perfect", use an exterior spackle to feather out the edges of the high spots. Put on too much and then sand smooth. The primer will depend on the paint you use. Ask your paint store for their recommendation.
The finish coat will be much easier to apply if you use a sprayer. You can rent this, also.
