I am guessing that your project involves installing vinyl tile over concrete outdoors. The problem with cold weather applications is not really the tile, it is the mastic used to glue it down. The concrete and the tile contract at different rates, so the mastic needs to be flexible. Check with local tile installers for their recommendations.
If there are no viable options, consider installing quarry tile with thin-set cement.
